Update will fail if your downloads folder has accented characters in its name.
 
For example, french windows it's "Téléchargements" and the "é"s get mangled internally in the installer and it fails.
 
The base version of the portal from the above link installed ok (after an initial fail) but then it always wants to update, which fails.
