When I am recording a vocal I can't hear the audio unless I turn on "input echo". However it has a a short delay similar to a latency problem with a soft synth.
 
I can't figure out how to fix it and monitor the vocals in real time

Reduce the latency or monitor through your audio interface. 
By the way, what is your audio interface?
Oh, is it a USB mic?
Plus, what software are you using, and what is your OS?

I'm on Windows 10 and use Sonar Platinum and am update with all the latest downloads.
 
My interface is a  Creative Sound blaster X-Fi Go! it is a USB sound card. The mic's  I use are either a  MXL 2006 or  a Sennheiser  e865.... they are not usb mics.
 
I run the mics through a Behringer 6 channel mixer that also has the output of my controller a classic Korg M-1.
 
Th mixer output then goes to the usb interface and don't have any latency problems with my soft synths, just the at mic.. I'm at a loss

Monitor at the mixer if this is possible. 
You didn't give the mixers model so I'm guessing it must have headphone out as well as at least one aux send. Direct outs would be even better. 
 
I use a Mackie mix 8 for my headphone control. 
I use the interfaces output 1/2 to my monitors and 3/4 goes to a stereo channel of the mixer. 
My vocal mike has a split output from my 3Q pre amp, one goes to the mixer and one goes to the interface input for recording. 
You set up is different as your having to also use the output of your mixer for recording. 
To avoid re recording the output from the DAW you need to be able to separate the Mike with the mixer using a direct output or AUX send. Or keep the DAW channel out of the Mains. If your board has SOLO buttons you might be able to pull the DAW channel fader off and use the Solo to listen in the headphones. 
Sometimes there is monitoring options that avoid sending the TAPE RETURN to the main output. So you can use the tape return for the DAW input to the mixer. If I knew the model I could look this up and not be guessing.
