Why are using ASIO4All and not one of these? 
 



Im guessing frustration set in and he was trying to use a process of elimination method (see if ASIO4ALL worked).
Then he would know its a hardware/driver issue and not connectivity.
 
For what its worth, I sent a private email to the OP a week ago. I figured he had solved the issue since I received no reply.

To the usual "ASIO4ALL can kill your audio system" (in which I have refused to believe till I had it, and no, uninstalling ASIO4ALL has not restored that, fortunately major Windows update does...), MS has recently added "disable Gaming more". If OP signature is still valid, the second is not an issue. But if updates are not disabled, it is

ok, i'm going to try that. i'm wondering if my interface might not be working with the new windows update? it's a Roland quad-capture that is USB 2.0 and my computer is 3.0. the computer people tell me it's backward compatible but i don't believe them. i've updated the interface drivers but nothing is working. it's mostly the drums (superior drummer) i've never had any problems before. i don't know man, i'm sick of it.

I wouldn't be running any TSR (Terminate and Stay Resident)  program like antivirus especially if no network is present when you are recording.  Why are using ASIO4All and not one of these?

Anyway had a quick look through the manual. What are your recording settings and ASIO buffer settings. Mine is set to 23ms (1024 samples) at 44.1Khz/16-bit. However normally record into it at 24-bit which gives 50% less latency.

I'm pretty sure word length/bit depth has no effect on latency, or at least it would be the first interface I've heard of where it does.

None that can be noticeably perceived probably. Also I record at 24-bit because it gives me more dynamic room not because of the less theoretical latency produced in the audio roundtrip . I believe the adage "less is more" sums up what I'm trying to say.
 
Previous to the Focusrite USB, I used the EMU 1212M soundcard which never had any hiccups as such; apart from the fixed sample rate and manual switching you had to do. I sometimes put information in my posts that are just to cover all angles not essentially as part as my answer.
