All the number pad keys are there just after Space [RSVD]. Just tried it and it works in X3 anyway.

the number pad keys are binded to Nudge. 7 and 9 (as well as 1-6).
but I don't use 7 and 9 as much to nudge as they are large moves. I can always use the 4 or 6 twice times if need.
 
That's why I chose those numbers. 7 is on the left=REW and 9 on the left=FF.
just seemed typical, like a real old analog tape deck :-)

I don't play with key bindings much but do the F# key bindings require using the fn key? I have 2 laptops that use the fn keys differently. One needs it to activate the F#s and the other does not.

Not really sure. I've had Lappy's in the past that also use the F'n Key (kinda sounds like a cuss word  don't it)
But back then didn't key bind anything that much.
Even now I only have a few recently added Key bindings.

So - I think there is some confusion on this from folks who think that W or RTZ is the same thing as Rewind.  If it were, there wouldn't have been such a "call for" or a "big deal made of" the Rewind and FF buttons in the Transport as a very granular, cassette tape-like function.
 
To my knowledge, there is no key binding for this.  Why?  Who knows?  Seems like it would have been a natural thing to add in, even for the people who want to use FF and RW from a Control surface.
 
The closest things I have to offer are ctrl-pageUp and ctrl-pageDown, which go forward and back by measure or the CAL script mentioned below for forward and back by beat (assuming 1/4 notes), which looks like this for Rewind (based on 960ppq) - both of which can be saved as .cal files in the CAL folder and then attached as key bindings:

and this for FF:

)
 
So now the somewhat, but not completely off-topic rant...
 
I have a Contour Shuttle Pro (v1) that used to work for at least a beat forward and back function when it was released, which was before there was a FF and RW button in the transport.  I have a Tranzport (Frontier Design - now defunct), an Edirol PCR-800 and a Behringer BF-2000.  Those three devices allow for forward and back by beat or measure depending on the settings, and even work for this when Focus is outside of the Sonar window.  I suppose this is because those devices are using an API of some sort.The Contour does not.  The Tranzport doesn't do Pause because it has hard-coded button functions and as far as I can tell, they can't be changed.
 
I have a CAL script that mostly works for forward and back by beat for a key binding, which I can then attach to the Contour, but it is a little fiddly because sometimes it just doesn't work and even when it does, it goes forward and back by a number of tics, so if you are between beats, it is pretty literal, and goes from 100tics before one beat to 100tics before the next, etc.
 
The whole thing seems poor to me.  Two of these devices (the Contour and the Edirol) are items I bought because of their inherent Cakewalk/Sonar support, one purchased directly from Cakewalk in their Store and the other purchased because it was made by the parent company.  It has since been replaced with the Roland A-xxx line, but no matter, since Cakewalk is no longer Roland's.  So, the Edirol doesn't technically support Windows 10 (though I've made it work) and the Contour lost its "plugin" when the X series of Sonar came along.
 
For the PCR-800, which is really a pretty nice KB, the ACT functions aren't great for me and the few places where I do want such things, like for midi remote control of Sonar-native knobs and switches, they don't work because of bugs.  ACT itself is fiddly and feels abandoned and should be REALLY easy with a device such as this one, but it's even weird to figure out even with it's dedicated Dynamic Mapping button that apparently does nothing with any software except Sonar, specifically designed to engage with ACT.  Since there is a PCR-300 choice in the control surfaces, you might expect there would be a nicely laid out graphic UI or something for this line, but no - it uses the generic ACT stuff, which is odd and awkward to use.
 
Have I gone a bit off-track from rewind - certainly.  But this is what happens when I get in front of Sonar lately - I find reasons to rant - often because the features like this one have been strangely neglected for SO many versions.  But hey, there's Lenses! :)
 
Anyone have more input on any of THESE related items?  Hope this at least helps in some way!

FF & RW can be assigned to any key you want in Preferences. Once selected you must hold the key to make them work.
 
Personally I think combo keys are awkward for transport controls. There should be only one for each and they should be close together. I use these:
Play/RTS (return to start)= "Spacebar"
Rewind= "<"
FF= ">"
Pause= "v" (the arrow, not the letter)
Record= "^" (the arrow, not the carot symbol)
RTZ (return to zero)= "Home"
GTE (go to end)= "End"
 
Also, I think there is some confusion about "Stop" and "Pause". Pause is literally STOP and stop is literally RTS.

On my Mackie Control I have a jog wheel that moves the now time back or forward as I choose. Also I have buttons for FF and Rewind. So I'm sure why you say that I can't do this with CS. There is also a RTZ button on it.

This can be easily done using Key bindings. trust me I've done it.
said previously I had 7 REW and 9 FF bound to the number pad. it was only about 6 months ago so im not dreaming.
Im guessing the OP found the key bindings. probably why he hasn't responded.

Any Cakewalk staff care to weight in on this?

When I am recording I use the default behavior in the Track Pane options, so that when the transport is stopped it rewinds to wherever I had the Now Marker set when the transport was started.
 
Them, when I move on to editing, I usually change the behavior in the track pane options so that the cursor stays put when I stop the transport, as usually I am working on a specific measure or two, and this way it handily starts and stops right at the point I need to do the edits.  So, I will set the Now Marker a bit ahead of where I think I need to fix something, then initiate playback, and when I stop the transport at or near where the edits need to occur, it is right where I need it to be to do the edits - or a slight adjustment to it one direction or the other.
 
It is not perfect, but it seems to work well enough for me most times.
 
When I am doing normal recording or just playing a project section back, I use the normal default to have it rewind.
 
I am all for a key binding for rewind, in any case, the above is just my way of working without it for the time being.

In Preferences > Keyboard Shortcuts type the word you're looking for in the search box and select the one you want. 
Then assign it to the key of your choice and click the Bind button. Then click OK.
 
Play= Play/Stop or Play/Pause
Rewind= Start/Stop Rewind
FF= Start/Stop Fast forward
Pause= Play/Pause
Stop= Play/Stop
Record= Record
RTZ= RTZ
Go to end= Go to the time of the last event
