False alarm at this end. Just tried on several tracks, and transposition worked perfectly...maybe I was hasty and tried to transpose a Groove clip without realizing it.

What's the quality like when you translate all the audio a whole step up or down?

I find it's important to try different algorithms for "Type." Usually Radius Mix works best, but not always and the results depend on the source material. Sometimes you can get away with massive amounts of stretching, sometimes not...my standard operating procedure is to try it, with ctrl+Z at the ready in case it doesn't meet expectations.

I tried bouncing each clip to clips before processing it, and now it works.  Thanks Bitman.

I've never even thought to transpose audio.
I've used it on a selection of midi tracks.

Cakewalk really should put in a message when you try and transpose a groove clip.  Right now it does nothing, silently.  I understand that message boxes are annoying and can really kill workflow.  But if I say to do something and the software can't do it, it would be nice if it would tell me it can't do it and perhaps say why.
