Yes you can, just highlight all the tracks you want to re- size. Drag one of the track to the size you want plus hold down the shift KEY !!!

Each of these should apply appropriately to multi-selected tracks. Level 1 would then expand the selected tracks and collapse the others. In order to expand all tracks, just Ctrl+A first to select all tracks.


Personally, I don't like the idea of ctrl a for select all tracks. It means that clip selections I have at that point would be lost. Perhaps another command for select all tracks. ? ............

Ctrl + a for select all has been a feature of SONAR since at least 6PE so any change would be totally unwelcome here.
Also, many Windows based programs use the same protocol - Word, Excel, Outlook etc 
 
But, any time you make a track selection you lose clip selection anyway, so I don't really understand your point.
