Did you update Windows? 
 
As to the plug-ins, do a reset AND re-scan under Preferences > VST. That was essential when going from X3 to SONAR 2015, and can still help sort out issues like yours.
 
But I really think you should update Windows to the current version before going any further, or other "surprises" might crop up. 

hi and thanks for helping me, i did a windows update just last week. 
i'm at a loss.
i went to plugin manager then hit VST then reset all. 
i just looked at my desktop and i found an icon for pro channel, it's never been there before. i clicked on it and it downloaded my concrete limiter. then i checked plugin mgr. and it's not there.
i've been at this all day, i have to go. i don't know what else to do. i'd be grateful for any ideas.
