Offhand I don't know of any channels (ususally surfing the tele, I'll check out space programs), but how about NASA (go for the gold!! :))

I used to listen to them a long time ago  and I was surprised to find out it's still around.  I don't really know anything about submitting music to them or even if they accept submissions  but it would be worth a try.
Edit They have submission guidelines in their FAQ

I usually don't go for this type of music, but I thought it was very good.
 
I also remember Hearts of Space. UMSL college in St. Louis back in the 80's had a radio station and they played that program along with a progressive jazz program called Miles Beyond and a terrific jazz-rock program called Fusion 97. (The station was at 97 on the FM dial.) Cut my musical teeth on the latter too. Hearst of Space wasn't my cup of tea, but I listened to it once in a while.
