Am I correct in assuming that if I select a clip in Sonar and launch another app through the Utilities (Audition, RX3, etc.), any changes I make to that selection in the third-party app will then be reflected in Sonar?  In other words, the Utilities function is a destructive editing feature that replaces that actual source file as opposed to making a copy of it somewhere?
 
Or would I need to replace that clip in Sonar once I'm done fussing with it in the external app?

It depends on the program. If the program accepts a file name as an argument on the command line, it can be added to the SONAR Utilities menu as a WaveEditor type. There are still copies of wave files made in the background, it is all handled automatically. Ultimately if the changes are committed in the external program, the changed wave is added back to the SONAR project.

I have read some versions of Audition work, some do not. I do not use Audition and have not tested the program.
 
I believe iZotope RX series require the RegionFlag option be set to No. It is the only case I am aware of which requires that setting.

I did a sound mix for an indie film a few years ago, but because Sonar's video implementation didn't really cut the cake for that sort of thing, I ended up using Audition as the host and RX3 as an outside app to clean up the dialogue tracks.  And boy, what a hassle that process was.  I had to export the clips and manually open them one at a time inside RX3, making sure to save the processed audio with the same file name so it would refresh correctly within Audition.
 
I'd mostly use RX3 and maybe Audition in some scenarios, so I guess we'll see how that workflow goes!

I tried to add Audacity and I see nothing? Wait, now I see Tool Editor and it opens Audacity, even tho I said to name it Audacity?
