This one never even occurred to me, but I definitely see it as being a useful option.  I do think that most users would want it to be a user-selectable option, especially if you could have a dedicated keystroke to show/hide it on the second screen only (i.e., while keeping it visible on the main screen).

I'll vote for that.

I like it.  I keep the dock floating on a second display.  Having a second Control Bar at the top of the docker (when floating) would be great. 
 
It would be nice to this optional, and to either have a clone of the main CB, or a different configuration possible.
 
Just having a duplicate set of transport controls would be nice to save wear/tear on mice
