In the PRV, when I adjust note's velocity in the CC/velocity pane I can hear the note, which is ok, but when I release the mouse, the note is still sounding. Seams like there is no Note Off, and only panic button can stop it.

Unfortunately, it's still here. Moving a vertical velocity bar triggers the note but when I release the mouse, the note keeps sounding.

Check the MIDI buffer time in Preferences. Increasing it seems to be a magic cure for many MIDI-related issues, maybe it will help here too.

No, MIDI buffer time does not affect this anomaly. (Moving little velocity sign above the note works fine though.)

Is this an optional feature in that clicking on a velocity bar can be made to 'not' play the note?

I have this problem too, both soft synths and external MIDI instruments sing eternally when edits are made in the piano roll.  Panic/rest is the only way to silence them.  64 MIDI buffers at 500 ms.

I was getting stuck notes but again I did try to load 5xxx samples into a VST in one. Not a good idea on my now slower computer.
