My projects usually have the track view window in upper left area of the screen, overlapping the console view window in the bottom right.
In some projects, if one window is active and I click the other, it will come to the top.  In other projects, the second window will stay under the first one, even when it's active, requiring me to minimize the first one.
 
What setting will keep it so the active window always comes to the top?
