I'm just a beginner and I've looked through for solutions for Cakewalk Rapture Pro and I couldn't find out why it is happening this way. It wouldn't use the Windows Sound Driver nor would it allow me to open ASIO Control Panel in compatibility mode for Windows 7 and/or in Administrator Mode. Nothing in the Rapture Pro program seems to work, no mixer is bumping or anything when I press the keyboard for piano and guitar programs. It's just a downloaded, installed, and is a 64 Bits software and all from Command Center software.
 
My hardwares are:
 
AMD FX(tm)-9590 Eight-Core Processor (28c Temp)
16 GB of RAM
Windows 8.1 Pro 64 Bits Operating System
Motherboard Audio Output +Xonar DX 7.1 Channels 24 bits 192 KHz PCI Express Interface Card + Logitech Headphone G430
 
How can I fix it? Should I request a refund?

The stand alone version of Rapture Pro requires an audio interface with ASIO driver. This driver and the control software are supplied by the audio interface manufacturer. Make sure to download and install the latest ASIO driver for you audio interface. I am not sure how good the Xonar ASIO driver is. If the manufacturer's driver does not work, ASIO4ALL might. Usually people who purchase Cakewalk products use a dedicated audio interface designed for DAW use. The Xonar card does not really fit that description.
