I have noticed that when loading a projects it does not load my Pro Channel presets....The preset names are there but changes made to them in a different project are not there (I can reopen the preset to get the changes).  It is the setting of the Pro Channel at the time you save that the project load brings up.
 
Is there any way to change this behavior so that it would load the Pro Channel preset when you load a project?

I would think that this is normal... You have a preset, you change it, you would want those changes to be saved. The original preset is still there, unchanged, unless you save your preset again.
 
I wouldn't want changes that I make to a preset to revert back to the preset when reopening the project.

presets are just a way to save your settings separately so that you can manually recall them later or in a different project.
 
any kind of automatic linking to preset files would be extremely dangerous as adjusting one preset could potentially break all the mixes you are working on or even have worked on ...

You may want to set your prochannel settings as the default:
 
To specify the default ProChannel configuration
1.
Insert and arrange the ProChannel modules in the desired order.

2.
Do one of the following:


To specify the default configuration for tracks. Right-click any empty space in a track’s ProChannel and select Set Modules as Default for Tracks on the pop-up menu.


To specify the default configuration for buses. Right-click any empty space in a bus’ ProChannel and select Set Modules as Default for Buses on the pop-up menu.

If you make changes to a pro channel preset in another project and you want those changes to take effect, you'll need to manually reload them in the other projects.
