You can try Melodyne in Melodic or even Percussive mode. Percussive may actually be better since it is most like AS functionality. You want to adjust timing only, and that mode looks at the track in "segments." Issue with Melodyne is that it dissects pitch material, so a single note movement can cause phasing.

What you are asking seems straight up timing, which is best in AS (and for a single track is not too complex).



I have not tried Melodic or Percussive mode yet.  I'm going to give that a try.  I have tried a bunch of different options in AS and it just isn't giving me what I want without artifacts (even after rendering).  So far, the track sounds best when left alone even with a couple of off timing issues.  If all else fails I'll have to bite the bullet and retrack till I get it right.

*If* you end up retracking, an option to consider (slowing down the clip to make it easier to play) is to pull the correct timing/phased clip to a new track, slip-edit the start and put the start on a beat marker, then slip-edit the end so it also hits a full beat marker. If you clone that track, you can then slip-stretch the end (to some whole beat value that is comfortable for you) that will give you a slower tempo. At this point you should have one properly timed reference track and a slowed guide track (both starting and ending on full beat values).
 
At that point you can record against the guide track till happy, then slip-edit the ends to make the recorded duration match the guide track and finally slip-stretch it down to the size of the original (and bounce the end product).

OK, I've got lots of timing corrections I can try over the next few days, but I think I just really have to address the root cause. 
 
I'm trying to do a fingerpicking part by flatpicking it.  The reason for this is because I have crappy thin short nails that don't grow very long before the tear/break and I despise old country style finger picks.  I'm also not crazy about getting fake nails because of the hassle of getting them and taking care of them for the VERY LITTLE bit of fingerpicking I actually do.  I don't do much fingerpicking at all so I don't have any built up calluses on my fingerpicking hand like Tommy Emmanuel does.  The volume and tone of just my finger tips is low and muted...not useable.
