When the scan buttons are disabled, it means SONAR cannot find VstScan.exe. This could be due to a bad path in the registry entry
VSTScanPath in
HKEY_CURRENT_USER\SOFTWARE\Cakewalk Music Software\SONAR\Cakewalk VST X64 (this is the current 64bit SONAR path). Or it could be the VstScan.exe is missing. The default location for the VstScan.exe is
C:\Program Files\Cakewalk\Shared Utilities. The
VSTScanPath in the registry contains the fully qualified file name. The default entry is
C:\Program Files\Cakewalk\Shared Utilities\VstScan.exe.
I believe a full personalization of SONAR (CTRL key while opening SONAR) resets the registry entry. Directly editing the registry should work too. Roll back and Update from the Command Center or running the SONAR installer manually should restore the exe.
