I'm having an issue where once I save a project, several settings are not saved when I pull the project back up.
 
Things I've noticed don't seem to save include:
- Hidden track settings (I hide them, they come out of hiding when I open the project again)
- The Browser is always open (I always have it closed when I save, it's open again when the project is opened from the save)
- The Synth Rack is always open in the multi-dock, even when I save with the console in view.
 
I know the project is saving, because all the work I did, the recordings, the plugins, the levels, they're all saved where I put them last.
 
Any ideas on what I can check to make this madness stop?  Going crazy here!

Everything working here with 2017.03.
Try to create a blank project and make these same modifications and then save it to see if the same problem occurs.

Are you using Lenses ?
Make sure you don't have a Lens or a locked screen set recalling dock positions.
Set Lens to "None" and unlock any screensets.
