The orange animation that goes across the screen several times does not seem to relate in any way to the percentage of files downloading.
I'm guessing the reason it is animated that way is so that if the download stalls for a while, you can see that it is still busy. If it was a regular progress bar, the bar would stall as well and it would look like nothing is happening.
It's for this reason that Microsoft added the glowing animation to the standard progress bar in desktop applications. That fulfills both user interface functions; showing how much of a task has been completed and that the task is still being worked on even if there is currently no progress.
So, you're right. It is just an animation and not an indication of progress.
