There does not appear to be any color differences between sharp/flat notes and others?

What Theme are you using? The difference is pretty clear to me with a slightly modified Mercury theme on a wide gamut monitor. The groups of three  accidentals are a 'warmer' gold/tan color than the groups of two accidentals that lean more toward gray.

I'm using an unmodified Tungsten View.
 
I'm looking at a MIDI track in PRV and all notes appear the same color at a given velocity. Regardless of which notes displayed or even relative project key (which I don't typically even think about)
 
Does this relate to the UWP? I am not on Windows10 and just learned (thanks scook) that it UWP is only availalbe with win10

It has nothing to do with note data color or UWP. It is the color of the "Black Keys Background" in the Note Pane area.
