When I select multiple tracks and change the console type whilst holding cntrl only the one i click on changes. Been this way for many updates now.

Anyone else?

Could add it too the list of basic things that don't work.

Did you try to reload your project? I experienced such behavior few times and few times it was working only for part of selection but mostly after project reloading it started to work again.

In my experience, it works ok when all instances are all in the same state to start with.

I can't get excited about this bug because I don't care much. It doesn't take me too long.

The biggest thing that doesn't work that wastes my time is remove silence.

For this to work, you have to change console type in the track that is not in focus.
 
For example: you have 20 tracks, if you select 10 tracks, within those 10 tracks there's 1 track that has focus. You need to change console type on another track that doesn't have focus.
 
Strange thing is, if you want to remove the console emulator from all selected tracks, you have to remove from the track that has focus within the select tracks. Go figure!
 
Is this by design or I'm doing something wrong (most likely lol)?

I don't know what I did but I tried to remove the console emulator earlier today and failed. Now I just tried and it worked like a charm. Yes my bad, sorry!

It also seems to have issues if the models are not identical on all selected tracks to start with.

Same for me on 2017.01
But ... what does work is removing the module, reinserting it and then changing the type.
This does work after removing and re inserting.
