1.  The staff view's snap function is linked to the display resolution chosen, not to the note-values.  It is usually best to leave the display resolution at 1/32 notes, therefore the snap will move at 1/32 note increments and you'll see all 32nd notes and longer displayed correctly (excepting tied and dotted triplets).
 
2.  When dragging notes, better to use the pencil tool (which employs the snap) than the select tool (which does not).  Optionally, instead of dragging, you can lasso the notes and choose SLIDE to move them by an exact amount. 
 
3.  Using locked tabs in the staff view is very useful, you can have a different sent of instruments, with their own staff sizes, in each window, great for larger orchestrations. 
 
The latest release (February 2017) seems to be the best release in a long time.  I've tried to get the paste-special bug to show up, but haven't been able to.  There's no mention of this being repaired, but unless there are specific conditions that cause this bug to appear, it seem to be fixed now.   Hallelujah (fingers crossed).

I did quick check of the Paste Special issue, and it does not appear to be fixed here in 23.2.0.45.
