I'm curious if anyone has run into this, and how to fix it.

My guess is the start screen did not shutdown or at least Windows thinks it is still running. A reboot should fix it.

Have you run BandLab assistant/cakewalk install as admin in the past?
 
Maybe it's refusing to delete the old file as it's owned by another user?

The reboot didn't fix it. This error message happens with two files, nl.pak and pt-PT.pak. I tried deleting them, but got an error message: 0x80070570 :error the file directory is corrupted and unreadable
 
I tried deleting StartPage folder, same issue. Checked the web, nothing I tried worked.

An HD problem that may be repaired with chkdsk /f. Could try renaming the folder but ultimately it may be an indication of a bigger problem. Check the Windows Event log.

Thanks Steve! Ran chkdsk /f and after rebooting, the two bogus files were deleted.

Wow!  I can think of many times that I ran 'chkdsk' and it didn't fix anything.  Good to know it solved this one!

I usually run it with /f and /r if they disk has any bad sectors it moves them to safe locations
