I downloaded a MIDI file that has two piano parts.  One of them has all the pedal on/pedal off events in the right places.  The other has none.  I want to copy only the controllers, not the notes, from one track to the other.  I don't see that as an option, even under "copy special".  Does anyone know whether it can be done in Sonar Platinum and, if so, how?

Open the track's automation lane, copy the controller, paste it where you want it.

Select the source track in it's entirety. 
Select EDIT | Select | By Filter. 
Select none and then select "Control" and hit ok.  Then only the controller events will be selected.  Here you may need to narrow the selected to just CC64 - sustain)
Hit F7 (To more the now marker to the first selected controller event)
CTRL - C to copy the controller events. 
CTRL - V to do the paste to the destination track
