JPR123I have some flexibility in my budget and would consider getting the $800-900 RME soundcard. Though that's more than the computer cost, which seems strange.

 
I have a FF800 and for Windows you can't beat it.  Drivers are rock solid, low latency even with a bunch of tracks.  If you are serious about recording you'll save yourself a lot of headaches working with a device that has solid Windows drivers.  RME is unbeatable in this aspect, IMHO.

I use the Roland studio capture and absolutely love it.  They sell smaller versions like the quad capture and octa capture.

Quad Capture looks like a great unit for me but I'm running Windows 10 and I'm seeing a few online reviews saying the Quad Capture doesn't play well with Win 10. What OS are you running?

odd.  Maybe this was early on in the windows 10 days?
 
I use windows 10 and have no issues at all with the studio capture

Hi. You could look at a 2nd hand RME Babyface. That would lower the price.
RME is as stable as it gets, and I can recommend it of all my heart.
