You can use melodyne for this. Just cut the piece that you want to use out of a vocal and convert that part to a melodyne region. Inside melodyne you can make the pitchdrift and modulation flat, if you like, and dublicate that part to create a melody. 
 
Another way is to load that sample, as I described above, into a sampler that supports timestretching (e.g. kontakt, falcon, etc) and play it with the keyboard.

Right, in that case you'd simply chop/cut whichever bit of vocal recording or sample you want to use and drag it into one of the included sample based synths like Dimension Pro or DropZone or any other sampler you may have.


He's upgrading to SONAR Pro which only comes with Dimension Le and Rapture Le.
 
Do these cut down version support the drag & drop function?
Just curious.

You can also do partial clip drags to the Matrix View.




This.
 
You can highlight sections of a clip and drag partial clip selections into cells in Matrix.  Then trigger the cells with pads or keys.

In addition to entire clips, you can also drag partial clip selection’s from the Clips pane to the Matrix.
 
Plus, I discovered that you can also drag a partial clip selection directly onto Dropzone or Dimension Pro, or probably any other sampler you may have, without even using the Matrix.  I tried it with TX16WX and Structure, which worked fine.
 
You can also drag a partial selection out of a clip and drop it as a new clip or track, but that is destructive to the original clip unless you ctrl-drag (copy).
 
Very cool!
 
I now have the phrase "dearly beloved" from Prince's "Let's Go Crazy" mapped all over my keyboard ...

According to the website Melodyne is also included with Sonar Pro.  
 
I thought the chop needed to be pitched without changing the speed. But after listening again to the youtube example this isn't the case, so the easiest way is indeed to use Dropzone or Dimension pro.  
 
I do think however, that you can be far more creative by using melodyne and change the formants per note, etc. 
 
BTW: You can also get a similar effect by using the picth envelope in the loop construction.

I honestly don't know. Is DropZone also not included? You could still use a free third party VST sampler.

You could add the Stereo Compressor/Gate included with SONAR to the FX bin of the track. Set the Gate Mode to Manual. And then open/close the gate by automating the Manual Trigger parameter with an envelope. Set the Snap to Grid to the note resolution you want and then use the Draw (Square) tool to draw the envelope.

Dropzone should still work.  TX16Wx (64-bit) is a fine free full featured sampler as well.  http://www.tx16wx.com/

What I love about this video is someone using all of the built in stuff.
 
There's a zillion ways to do this.  Last week ADSR Sounds have 10 sample packs for $10 and one of them was chopped vocals.  Sample packs are also an alternative.
 
Personally I can't stand this new trend in EDM. I grew up in a generation where many thought Alvin and the Chipmunks were cute.  Nothing like reliving another misery.
