Effects Bin Order Latest January update (Resolved)

I can't seem to change the order of effects once they have been laid down. Anyone else?

I can drag/move Fx up or down in condole View and Track View

When you say "laid down", you mean inserted into the Fx bin yes?

Yes...can no longer drag to change the order...

apparently it was Windows KB3212646 January 12 2017

Uninstalled it and drag and drop are back.
