So, the plot stiffens.
 
I could not fix the OS disk. Very unhappy.
 
So, i have just installed the Anniversary edition of w10. installed the video driver.
 
and then installed the current version of the tascam driver/panel.
 
no request to connect the device.
 
i connected the device. It appears to be found. It is displayed in the windows audio panels.

The device was not found so i move the USB cable from the USB 3 to a USB 2 socket.
 
ANDDDDDDDD
 
The computer will not boot if the tascam device is powered on.
and the front panel shows  an orange LED for the USB indicator.
 
This is very sad.

Trying now to restart the computer.   took a long time.
 
This indicates i lost significant time (weeks and now days rebuilding) because of the problems with the tascam driver.

Computer will not boot with the tascam powered on.
 
Will start installed Sonar from 6-current next.

I've been using a US-16x08 for quite some time.  It is/was finicky for me in some of instances. 
 
The BiaB folks had to make a change in their ASIO code for it to work properly with BiaB.  It works fine now.
 
AmpliTube and Sample Tank preset/instrument changes will frequently introduce a huge delay.  In SONAR, toggling PDC after the change gets it back.  In Reaper opening/closing prefs>devices gets it back.  I bought a UMC404HD to compare - zero problems with the 404.  The downside is the output levels of the 404 ... <sigh>
 
WDM mode in SONAR does NOT work correctly at all.  I have not tried WDM  with the 16x08 in other software.
 
The above problems with IKM software are an annoyance, but not show-stoppers as everything else seems to work fine and I LOVE the flexibility of the 16x08.  I'm enduring it until my next DAW, hopeful that updated chipsets will improve the situation.  If it's still wonky at that point I'll probably ditch the 16x08 and replace it with an I-don't-know-what.
 
The recent driver/firmware updates didn't result in any real changes good or bad.
 
It's entirely possible that there is something wrong with your 16x08 hardware.

The tascam is working with browser videos and other sound tests. 
 
I have yet to test with Sonar, not yet installed. 
 
The current issue is the  computer will not boot if the tascam is powered-on.

I would resolve this part before I spent any time at all on anything else.  This is a pretty serious problem, IMO.

Another new bit: i change to another USB port, the third tried, and the computer now boots.
 
But sonar still does not like it. Very frusterating.

Using a USB 3 port allows the computer to boot with the tascam powered-on.
 
I have just now disabled the built-in, and AMD vid card, audio interfaces.
 
And increased the number of samples to 512.
 
Same issue.
 
After the drop out, a dialog is displayed: The audio device is not accessible.
 
Yet, i can play videos and music with the windows player just after.
 
I am confused.

Does it drop out as soon as you hit play? 
 
Or does it run for a bit and then drop out? 
 
fwiw, checking out a US-20x20. In general, SONAR running ok but still exploring configuration issues. Drivers are not yet inspiring as much confidence as one might hope for from a related company. AMD drivers keep re-enabling the High Definition Audio Bus on every PC power on.
