I know that we can import .scl (scale) file to Dimension pro for configurated keyboard.

Is there an other way to make scale/microtuning for Sonar?

Would like to play some ethnic music, like Arabic and Turkish Anatolian style, (called koma)

It would really depend on the synth you are using as this is usually a function of the synth rather than a function of Sonar itself.  You mention that you know that Dimension pro can import scl files.  Any reason this is not a solution.

What other VST synths do you have?

There are quite a few synth VST's which support microtuning, among them Native Instrument's FM8, Absynth and Kontakt. Also Omnisphere, u-He Zebra, Xfer Serum, Alchemy, Lounge Lizard (comes with Sonar). Not sure which of them achieve this with .scl files and which require manual twiddling though. 
 
I know this might not be exactly how you're looking to work, but it's worth pointing out that Melodyne has support for microtonal scales too, so you can "correct" audio to fit the scale you want.

You can find a midi example from following link. When I play this file with a player, it Works well; but when I import it to Sonar, unfortunately microtuning details are going and it's playing like a standard notes.

That file has some sysex information that would only be correctly utilised by the synth for which this MIDI was intended.  It's quite possible that the tuning information is in that data.  I loaded it into a MIDI editor that shows XG information but that did not adjust microtuning so it's not Yamaha XG.

If you know what synth this MIDI was written for that might give a bit of a clue

When you say this file plays well with a player, what exactly is this playing on and what exactly is generating the sound.  Is this a hardware synth or external sound module?

Can what ever that is be driven by Sonar itself? Does the device you are hearing the sounds from show up as a MIDI device in Sonar. Maybe you need to set the MIDI output of the MIDI tracks to your MIDI port rather than a soft synth.

No, just playing with Windows midi output.

For example, in Logic, there is a microtuning window. We can add/edit scale in this window.

If you are creating the scale file using Scala, you can read the output from the command 'show synth' to see which tuning file formats work with different synths.  Each synth requires a certain tuning file format and there is no standard.  Most synths do not support microtuning at all.
