Another vote for the UR22.  Love the D-Pres!
 
I've owned the higher end Steinberg models, and they also have a rep for being reliable. 
 
I read a forum post from an ADK employee (DAW builders and audio retailers) who said that out of all of the hardware they sell, they get the least amount of service calls on RME and Steinberg.  We all know the reliability of the RME name, and for Steinberg to be mentioned in the same category, to me, says a lot.
 
All that being said, I honestly don't think you could go wrong with either unit.

I see you made the leap. I think I would go with the Tascam too.
First the Tascam has the line/inst toggle
Someone mentioned the Steinberg having option for second USB power,,, I do not see that looking at the pictures, so the Tascam wins again having the A/C power option. And the Tascam "looks" solid and has all the good stuff on the front panel.
 
Steinberg is Yamaha and they certainly are a company I trust.
 We bought a Yamaha mixer with USB for the band and it uses Steinberg ASIO drivers. Very reliable and had no problem co existing with my Tascam drivers. I could put my Laptop in WDM mode and use both side by side. So both companies are writing good drivers.
Pre amp wise both are probably in the same camp. I have a small Yamaha mixer which probably uses the same off the self pre's. Every manufacture will claim that their pre amps are awesome. But you get what you pay for with Pre amps and A/D convertors these day's.
 
My favourite test is using headphones, turn up a pre amp and see how noisy it gets with nothing plugged in. That's why I bough my Yamaha mixer ,and a Mackie. The B brand was the worst and A&H close behind.
My Tascam interface is also pretty quiet under this test and I read they have uped the quality on the new models,, this is why my next interface will be the Tascam UH 7000.

TASCAM is funny.  I fully expect the 2x2 to match up with Steinberg at the same price point - there really shouldn't be a spit's difference between them.  How different can the components be, or design?  Now drivers, the are different.  But sound?  One $100 interface is going to sound pretty much like any other.
 
The NxN series share the same drivers, so work on one helps all the others (note: this is not true from the 7000 series).  And as far as I can tell (tho I didn't pour over the specs) most of the NxN use the same hardware, except for the 20X20.  It's pres have more gain I noticed.  I think it is more likely to stand side-by-side with Motu and other higher-end products.  I've used the 20x20 and it sounds very, very good.  Maybe not as good as the 7000 (at least the pres), but I find I can use them interchangeably and not worry about it.

My bad , I googled the ur22mrkII and the picture was on Musicians friend, I guess they sell the old model.
The fact that Steinberg added the power option to the updated model shows the manufactures are smarting up about buss power..I mean how much does it cost to add that?

I got the Tascam.  Love it, Love it!  Plenty of input and output gain, quiet, very musical sounding. Install was a non-issue with Win 7.
 
Only complaint are the little knobs, especially the line out but like they say "form follows function"!

 My only rant is it doesn't come with that power supply.  My iTrack solo does.
As for Tascam they make a lot of doorstops, but that probably isn't the case with USB 2 units. The UR22 comes with a lite version of Cubase just in case you want to move up to their food chain.
