Yes, it does, and you can convert back and forth between step sequencer and PRV. It also has a lot of very interesting "humanizing" and editing options (like the "probability" option) that I haven't seen in other step sequencers.

I found an option under midi for sound on sound.  It doesnt change the visual behavior of overdub, the midi is still written to a separate clip on top, but they will both play.  You have to bounce to clip to combine them into one midi clip.

Now if only I could see and edit the previously recorded MIDI notes while recording the new ones, I'd be a happy "drum machine mode" camper. Meanwhile what you suggest works for now, and there's always the step sequencer.

I kinda see why they did it this way.
 
New midi recording only starts when first midi note is received, so even when it is in "sound on sound' mode, all that is happening is that there are multiple layered midi clips.  There probably wasn't an easy way for them to merge midi into an existing midi clip that may have different start/end times, especially if there are already stacked midi clips in the track.
 
What I'd like to know is if there is a way to see all the clips, side by side?  Samplitude has a take manager, something called revolver tracks that lays out takes next to each other and you can comp them together easily.  Sonar seems to just dump everything on top of each other in the track, unless there is a way to view side by side.

Shift+T toggles Take Lanes open and closed, and there's a button for it in the lower left corner of the track header if its not vertically minimized.
