Been working just fine with several audio projects since the first of the year, all went well.  Now trying to get midi going.  The only midi device I see in Preferences is the GS Wavetable.  Found a forum posting about this from bitflipper that said "Open a DOS window and type regsvr32 "c:\program files\cakewalk\shared dxi\tts-1\tts-1.dll" and include the quotes. 
Initially I got error message, but once I found out how to get into CMD as an Administrator I did this and got a message saying the command had been executed successfully. Started Cakewalk, no change seen in Midi preferences.  Rebooted computer and restarted, still no change in Pref's, no TTS-1.  
 
Using latest build-30 version.  Any suggestions?

You are looking in the wrong place. Preferences list MIDI devices not plug-ins. TTS-1 is a soft synth plug-in. Here is how to add a soft synth to a project. May want to take a look at the rest of the software instruments help.
