Just one last idea that might be worth a shot: have you considered downloading the demo of SONAR from the website and seeing if it works?  It might be worth a try.  But then if you're sick of it I understand.

It still sounds like you're running Windows audio through the Tascam. The audio from Media Player, iTunes, or your web browser shouldn't be coming through the Tascam unless you have it set as the default sound device for Windows.
 
I'd recommend at least trying setting the default sound device in Windows to something else, so that Sonar is the only thing sending audio to the Tascam, and see if it will work that way.
 
ASIO drivers are exclusive, and Sonar seems to be pretty strict about not sharing the ASIO driver with anything else.

Let's look at what this issue probably is not.
 
It's not a cable issue.
 
It's not a USB3 issue.
 
It's not a Windows issue.
 
We know the above facts are true because the audio works in Windows and Live.
 
The OP has done everything a reasonable person would do to eliminate the problem.
 
Sonar depends on Windows to provide the drivers that it can detect and use.
 
If Sonar cannot enable the drivers, then it is either that the version of Sonar is not compatible with the OS or that version of the drivers.

sonar le is (i guess) the latest one. Although just uninstalled. I can reinstall it.
Logitech Z-2300 speakers.
 
Currently I have the mic going into the tascam unit through XLR. The unit is plugged into the PC via USB for audio in/out. The outputs on the back to go my speakers.
 
As for using it as the default, I thought that was the point. Replace the onboard audio with the audio interface unit as its better than the onboard soundcard.
If I have to disable all audio except sonar and only allow that as output from my PC then sonar really is just not worth it.
 
I'm starting to feel like I'm going in circles. Like I should have just stuck with my webcam mic. So far I've forked out around $400 for nothing but stress/issues/problems/hassles and being the laughing stock of not even being able to get your mic to work hahaha. Forgive me if I'm sounding a bit frustrated, its at the situation and useless companies rather than at any of you.

This is really unfortunate. I've used the US-2x2 on three different laptops and two desktops, without any negative issues. But, I use it only with ASIO and turn off all other sounds, like system sounds, which try to take over the system.
 
First, remember there are two files you need to download: Driver 1.02 and Driver & Settings Panel 2.01. It's also crucial to update to the 1.01 firmware, which IIRC resolved some issue with SONAR.
 
I'd suggest one last attempt...
 
  1. Unplug the US-2x2's USB cable.
  2. Uninstall Software Mixer 1.3. You don't need it and I think it's problematic.
  3. Re-install driver USB V1.02 and Driver & Settings Panel 2.01.
  4. Re-start.
  5. Plug the USB cable into the interface.
  6. Wait 30 seconds.
  7. Open the TASCAM Settings Panel, do not open SONAR yet. See what the panel says. Turn off the power-saving feature if it's turned on.
  8. Open SONAR.
  9. Cross fingers.
 
As this point the instructions branch into two sections:
 
  • Nope, still doesn't work.
  • Great! It works.
 
I'll keep my fingers crossed...
 
Remember that ASIO is the preferred driver model for studio-type recording. Until a recent Windows Core Audio update (yes I know the name is confusing, because that's what Apple calls theirs...not the same thing), using the Windows native drivers for audio recording was a losing battle, and ASIO4ALL didn't really fix it. Unfortunately "real" ASIO likes to deal with only one application at a time.

Your system specs look fine.  I just don't know how old that X3 LE version is.
 
I am running the last update to X3 Producer, which was last updated in 2014, on Windows 10 Pro x64 without any issues.  But I don't have a copy of LE, or that Tascam unit and drivers.

It seems that whether I give this one more shot or not all comes down to 1 thing.... If I have to disable all other audio or not.
 
The one thing I probably should have added is my system is primarily a gaming system. I used to stream and did a few youtube videos with omg bad mic. This setup was to replace it.  maybe I should have just gone with the famous yeti like everyone else but after asking around, this was the best way to go.
 
I assumed that the driver and settings panel contained both the driver and settings panel. Their instructions are really really bad. They say to go to the teac web site and download the drivers. no direct link, no info on which to get. That could be the entire source of all the issues. 
However, having to keep setting up the audio for discord every time I change something is getting old.
 
So up to point 1. If I get this working but cant use anything audio-wise, its kinda pointless. If I can have everything working then I'll keep trying different things. Just want to know this before I delve deeper.

Deth you have done everything right. If you will bear with me as we try to sort this out. If you have the latest version of Sonar LE its based on Sonar X3 and it should be able to see and use your Tascam audio device.
 
Keep in mine that the LE version is a version that CW gives away or is bundle with hardware. It is not the full version nor does it have as much smarts when it comes to working with different audio interfaces. Plus it is a version based on an old version of Sonar. 
 
Years ago I had a Tascam digital mixer that used a tdif card to connect to a computer and it worked but did have its problems.
 
To get this working on your machine I would set the on board audio chip to work wit Windows in general and use the Tascam unit to work only with Sonar.  So make the motherboard audio the default for Windows via control panel sound device and leave the Tascam with its ASIO driver or WDM driver for Sonar.
 
Its possible that Windows is hijacking the Tascam for its own use and this is preventing Sonar from accessing it.
 
One thing I do know is Sonar Platinum is very good at using just about any audio device. But that is Platinum. One can't say this about LE.
 
keep us informed and hopefully we can solve this issue.

You should be able to use an audio interface for both Windows and all other audio apps.  It's just that if you intend to dedicate your system for DAW use, it's recommended to isolate the audio drivers to your chosen DAW, for audio stability and performance reasons, and to minimize any chance of conflicts.
 
I use my PC for multiple purposes, and I have been able to use my audio interfaces for years for all of my audio needs.
