I have been running sonar 3 producer on my PC however I have been down for 6 months and I am having trouble hearing the vocals in record mode nothing is muted I just can not remember what settings to hear vocal mike

Do you mean the live mic input?
 
Turn on the target track's Input Echo button.

More info would be helpful.
can you hear the mic when paused, or you simply get nothing ?
check your routing to make sure you are sending it to the right place.
also if your mic is phantom powered, make sure its on.
