Based on your post, I would guess that you might be hitting the wrong keys or something is wrong with your keyboard! :) :) :)

Try and move the synth rack to the upper right docked. Very likely you'll then have this problem too.
 
You mentioned something may be wrong with the keyboard, well you may be more right than you realize. Some are reporting problems with the localization issue. An English guy in Germany had some problems like this and found out it's because the German keyboard has some differences. Once he turned off the localization it fixed his problem.
 
I opened a song today that the F key and Delete key worked fine on. I couldn't figure out why, but now I know it's very likely the synth rack. Man this is really weird.

I think his point was that your initial post is missing about 100 letters...

ha ha I finally figured out what you + blades were talking about when I looked at my original post. I'm busted big time! Now everyone knows what my initial typing looks like after typing real fast and before I've fixed all the mistakes. I just re-edited it, and covered up the evidence. Thanks for letting me know. Pretty hysterical!

I had the "delete" key issue today. Moving the Synth Rack to the bottom of the Browser window fixed it. I had the "insert marker" issue as well and moving the Synth Rack to the bottom of the Browser fixed it too. I did note that this only happens on older files, in my case. If I start with a template that has the Synth Rack on the top in the Browser everything works just fine.

 
With the "insert marker" issue, it's different from the other key problems. In 2016.12 I don't think anyone is able to assign  insert marker to any other key like F11 or F12 or any key period. It works just fine using the default assignment of M. So please clarify what key you're hitting for "insert marker
