As it turns out there's something odd with my system. I can move files around and create the directories but Sonar doesn't recognize the changes until I shut down the computer and restart. I ran into the same issue trying to get a template onto the startup screen. I did everything correctly but a restart of the PC was required to make the changes stick. I must have some cache enabled but no idea where.
