I'm encountering a track echo bug involving Sonar Platinum and EastWest VST Instruments.

Looks like you're using Simple Instrument Tracks, have you tried converting them to separate audio/midi tracks and see if it persists?

+1. Start by splitting the Instrument track, and see if you have control over the separate MIDI track echo, or possibly that isn't the track that's echoing. Technically, an Instrument track consists of one MIDI track and one synth audio output track, but it is possible to assign a second MIDI track after the fact to drive the synth associated with the Instrument track.
 
If all else fails, you can assign the input of that track to some unused MIDI port/channel.

THAT ACTUALLY FIXES IT. 

It is the MIDI track that is being echoed -- so this is a bug with the simple instrument tracks. When I split the track, I can un-echo the MIDI track that is being echoed . . . but I could not do that when it was in the simple instrument track state. 

I started using simple instrument tracks as soon as Cakewalk invented them (about 9 years ago?) because they are more visually manageable in projects with lots of instruments.
