Welcome. I have a question. Can I resell the purchased Music Creator 5? Is there a possibility? What is a license?

Nope.
You purchased the license to use MC; Cakewalk owns it.

A license is simply permission to use the software. That's what you pay for. The license lets you use the software on up to 2 personal computers that you own and use exclusively. You can not legally sell it or give it away.

I Music Creator license is unnecessary. What to do in such a case? Cakewalk give licenses and pay me money? I do not use the MC so that someone else can not use legally?

That's the way it is. Some software manufacturers accept license transfers, most do not. Some charge money for the transfer.
Just like you can not sell your driving license, when you sell your car, you can not sell MC license even if you sell your computer.

In some European countries the right to transfer is written in the law, and also European Union has recently
come up with something concerning this, but I don't know the details.

the license agreement has to be agreed to when you install the software.  if you didn't read it then that's you're fault.

if you've never registered the software it's legal to give or sell to someone.  but once you've registered it, the license is in your name and cannot be transferred.
