Not in UK but I just logged in at Steinberg net to see what I would pay  as an upgrade from Elements 7. They say I get 40% off. But I tried to see what would happen and when you click BUY it opens my shopping cart and say's it empty, Oh well I wasn't going to buy, Then I see the offer expired back in August?? Why do they still have this post and it's the top of a google search too. I gave up. 
It would seem they have upgrade offers but if you don't jump on it too bad for you. I guess I'll keep using 7.

Steinburg site keep changing their prices as they did with Pro.
The boxed version for crossover was £308, but I think that offer has stopped now.
I had purchase Elements  9.5 and after a week I realized that I should have gone for Pro 9.5.
They refunded my money and then I got the 9.5 crossgrade
 
I purchase Cubase  Elements 9.5 off of Bax Music and the pro box off of Absolute music, so the deal cost me the original £249
Go to Steinburg support as they may sort something out for you as they did me.
