In the plugin Manager, perform a re-scan of all existing plugins?
Next, perform a scan of excluded plugins to see what's excluded and then enable those excluded plugins.
Sometimes just a re-scan fixes the problem.

That's what worked for me before.

Waves plugs are working for me, although I realize that it may not be helping you, but it does indicate that perhaps it's not the current build, maybe something else.

Cheers!

Have you tried a forced manual "Rescan VST folders" in Cakewalk DAW?

Although you can run both v 9 and v 10 Waves plugins on the same computer, you cannot run both versions of the same plugin.
This can be a bit tricky and confusing if and when you choose the "Update All Plugins" option in Waves Central for any and all Waves plugins that the annual update support has expired.
So if you unintentionally let this happen, you'll need to either,,,,,,,
 1) Pay a small fee to extend update support to unlock the v10 license, which I highly recommend doing. (because of the fact that Waves plugins keep evolving with computer and DAW technology sooner or later you will wish you had.)
 2) Uninstall the v10 version and reregister your perfectly usable v9 and never "choose" to let Waves Central accidently install it without paying for a license.

Make sure it knows where the samples are.

I had some initial issues with V10. A repair install (not a re-install) fixed everything.
