- Right click lasso the notes to select them.
- Hold CNTRL down and drag the notes to their new position.
 

You do this in Track View.
But, you must hold the Shift key to maintain the exact positions.
So its Ctrl to copy: Shift to move: Ctrl/Shift to copy move. 

 
Anyway, main thing in this case is to have Snap-function off,  I think.

I have problems with "Snap By" as well when the timings have nothing to do with the grid. However, there is a way to copy/shift and preserve timings in the Track View when shifting by measures.
 
1. Create a Take Lane.
2. Select the data you want to copy/shift, and copy by Ctrl+Shift into the new Take Lane.
3. Use Process > Slide to move the data (e.g., 1 measure).
 
You can also do it in the PRV.
 
1. Select the notes you want to move.
2. Place the Now time at the beginning of the left-most note you want to move. 
3. Copy and then paste. This duplicates the notes on top of each other, but only the pasted ones are selected.
4. Use Process > Slide to move (e.g., 1 measure) the pasted data. The original data stays put.

Well it should. Snap By is the recommended way to copy data not aligned to the grid.
 
I just tried this and it works in the Prv PROVIDED the first note in your selection range is aligned to a measure boundary

There's so many areas for improvement with MIDI in Sonar.  

I found just now that control-drag with snap-by worked as I expected to copy notes and selections not aligned to the grid and have them retain their offsets. I checked some in track view and piano roll view.
 
There was definitely one anomaly. In one scenario, with a quarter-note grid, using track view, I found the copy did not line up where the aim-assist & clip ghost outline showed it would line up. It jumped a quarter-note earlier. If I compensated by dragging to a quarter note later than I wanted, it went to my intended target. If I set the grid to 1/2 note, it worked as expected. Or in PRV it worked as expected. In other scenarios it worked as expected, including selections that don't start on any snap grid.
 
Adding "shift" is definitely useful in PRV when dragging horizontally to make it easier to keep the notes from shifting up/down, but I was not using it to preserve timing.

Its like that with any midi editor. I have found the same across the board.
While some midi editing programs focus solely on editing, they lack in other areas (for example Audio editing).
My suggestion is if Sonar doesn't do it for you, find something that will.
 
Sonar is very effective for me and my needs as far as midi editing goes. but to call Sonars midi functions cumbersome because they wont move notes in a simple free manner which you would like them to is just not fair really.
Why doesn't Lasso + CNTRL + drag notes work ? It works for me with notes that are not aligned to the grid.
 
Im convinced you are simply looking for things to complain about (going by your previous posts as well). and if you work in that manner, your always going to find something wrong/negative with the software.
 

I half-agree. MIDI editing in most DAWs is indeed cumbersome, however, there is also room for improvement in SONAR. For example, when you select something and want to snap it to exactly one measure later, it should do that regardless of whether a note starts on the grid or not.
 
OTOH MIDI FX and the per-track arpeggiator are great, and I like having both the standard PRV and the track PRV because each one can do things the other can't. Being able to go back and forth between those views is huge for me. I also think the way the Step Sequencer handles MIDI is really cool, specifically, the way it preserves offsets seamlessly between clips and step sequencers is excellent.
 
Given that MIDI is the oldest part of SONAR, it would't surprise me if the Bakers have some plans for it in 2017. 

For copying notes in PRV not aligned to the grid I would:

1. Select the notes.
2. Ctrl-Shift-drag upwards by a semitone or more to make a copy.
3. The new notes will remain selected. Use the Nudge tool to move them left or right by the required amount of bars or beats.
4. Shift-drag downwards by the same amount as previously moved upwards to move to the correct note values. Or alternatively, Nudge it downwards.

For copying a clip in Track View not aligned to the grid I would:

1. Create a dummy track above the track containing the clip to be copied.
2. Select the clip.
3. Ctrl-Shift-drag the clip upwards to the new dummy track to make a copy there.
4. Use the Nudge tool to move the new clip left or right by the required amount of bars or beats.
5. Nudge it downwards to move the clip to the original track.
6. Delete the dummy track.
