Try downloading an app like Throttle Stop, which is a CPU throttling utility. It has many features, but for this purpose, you only need it to see the current speed of your CPU. Recently, I've started opening Throttle Stop whenever I'm getting weird audio glitches in Sonar, or my computer seems to be running slowly. Often, when this happens, I find that my CPU is running at some crazy low speed. Normally, my CPU runs around 3300Mhz, and Sonar purrs right along. Sometimes though, Windows will throttle my CPU down to 798Mhz for some reason, and I start getting poor performance and audio glitches in Sonar. It may have something to do with Windows power management settings. I'm still looking into it.
FYI, you can also use this software to stop Windows from throttling your CPU. This can make for more stable performance in some programs.
