It's just a lightbulb shining on a light dependent resistor (looking at the original hardware circuit diagram).
 
I'm sure every manufactured example was different. And more variation must have been introduced as bulbs aged.
 
And the meter doesn't even show the output - it has a separate bulb/LDR combination!
