I have used Sony's pitch shift plugin in the past which comes with Sound Forge, but now I'm using the Waves SoundShifter Plug-in which, to me, has a higher fidelity.  Or, just use what Craig advised.

I do all pitch and tempo changing outside of Sonar, in Audacity which seems to me to have the best algorithms for that sort of work.

Audacity is very good, also Steinberg Wavelab and Adobe Audition.
I have WaveLab in the tools menu. So I can mark the clips and send them via tools menu direct to WaveLab. After processing WaveLab sends it back to Sonar.

Melodyne is probably the best tool for determining cents sharp/flat. From there Audacity (free) is a good way to adjust accordingly (Audacity will pitch shift in cents either with or without altering length).
