oh there's very easy and fast solution, i use it time to time:
change driver mode to mme, accept, change back to ASIO, now your audio interface is ok=))

That takes longer than closing and relaunching Sonar.

...I always turn my peripherals on first, then my computer...

 
My computer and interface are both connected to a power conditioner that I turn on before the start of a session and turn off afterwards. The interface doesn't have an on/off switch, so by default it's always on before the computer.
