No, SONAR allows selection of only one contiguous time range defined by FROM and THRU values. You would have to split the clip to exclude intermediate sections.
EDIT: I should clarify, if you're talking about MIDI clips, you
can hold Ctrl while clicking additional individual notes or lassoing (right-click and drag) a range of notes in the PRV to select non-contiguous sections. The highlight in the timeline will reflect the entire range, but only selected notes will be included in a cut/copy or other editing operation.
