I've run the scanner many times and it breaks every time.

You may find looking at the scan log helpful. Hold the SHIFT key and click the scan button in preferences to create the log. Once you have determined where the scanner fails, move the offending plug-in temporarily out of the scan path.

I'll give this a try - what is the name/path of the log file?

I too have been having trouble with the VST scanner.  Plugins which have been working fine will suddenly disappear after installing a new plugin, things like that.
