[Solved] Can't Drag Tracks Up or Down

I can no longer drag my tracks up or down for some reason. Once in a while, I'll get lucky and the thing will move, but for the most part, no matter where I click, the track remains locked in place. This has been happening since the upgrade before Gloucester. Any ideas?..
