no sound imported audio in sonar x3

When I (File > Import > Audio) a .wav file the audio track has a blank line and does not play any sound, but says "busy". I can open the same audio file in another program and hear it play, but it doesn't have any sound on Sonar x3...

Splat (and X3) WAVES VSTs Issue

This will be confusing for me to explain. I started X3 then Splat this morning. Oddly it slowly rescanned all the VST FXs. My past total was ~400. After the scan it was ~600.
