How to delete measures in Sonar X3?

I must be missing something but for the life of me I can't figure out how to delete measures. I want to delete the first 2 blank measures from a MIDI file (all tracks). I've tried Edit / Cut and Cut Special but that does nothing. What am I missing? Thanks Tim..
