20 Hz Modulation in Synth Audio Out

I've a 20 Hz modulation in my synthesizers ... Strobe 2 and, I discovered, probably in others as well. I know not where it is being generated. I suspect that somewhere in my SONAR Platinum. Audio Snap - Enable Follow Project Tempo cuts off end of clip

I am taking a wav file and pulling it into Sonar from the Media browser and when I enable Snap and set it to Follow Project Tempo it will sometimes cut off the end of the clip.
